The Clarity Act is designed to establish a framework for Cryptocurrency dividing oversight between the SEC and the CFTC. Republican leaders added new ethics restrictions to address Democratic concerns about public officials profiting from crypto ventures, but those changes weren't enough to resolve remaining opposition. Coinbase CEO Brian Armstrong spoke with CNBC after the vote.

  3. News when you want it with Bloomberg News Now. I'm Amy Morris. The Clarity Act, a key bill for crypto regulation, failed to advance in the Senate in a procedural vote. Bitcoin and crypto-exposed stocks fell sharply. Crypto exchange Coinbase fell 10% in regular trading. The odds of the bill passing this year slipped to 19%. That's according to prediction market Polymarket. And crypto markets reflected the move, with Bitcoin falling more than 4%. A new congressional study finds President Trump's decision to go to war against Iran has cost U.S. taxpayers about $38 billion in direct costs during the first 5 months of fighting. The Congressional Budget Office says the war will push inflation up about a half percentage point by early next year because of the disruption of oil and gas shipments through the Strait of Hormuz. The report also says the war has depleted stockpiles of munitions that could take 5 years or longer to rebuild.

  5. Thanks a lot, Tom. Not only yields are higher, oil higher as well. Brent crude up 1.3%, now above $107 a barrel, and WTI crude sitting at $103 a barrel, up 1.5%. As for stocks, we are seeing some red arrows here in the equities market to start our morning. The S&P 500 down just 3 points. We've got the Dow Jones Industrial Average down 0.2% or 110 NASDAQ Composite down 34 or about 1/10 of a percent, and the NASDAQ 100 down about 15 points to start our day. The Bloomberg Dollar Spot Index up a 10th of a percent at 1196.87, and the Japanese yen down half a percent at 155.08 against the US dollar. Bitcoin down about 3% now at 76,781. And as a result, we have got a lot of crypto-related stocks starting the morning lower. Coinbase down 5%. Robinhood down 3% and Strategy down about 4%. And yields mixed, the 10-year at 5%, its highest level since 2007. That is your Bloomberg Opening Bell report.

  6. Being invited to be here live. This is, this is great. I wanted to get your, again, my name is Michael Lee. I'm a founder of Gondola Partners. I wanted to get your thoughts on one of the crazier, more wild occurrences that took place between, on social media between two AIs back in March 2025. So a human user asked Grok on social media to prompt, asked Grok to prompt another AI user on X to create a meme coin. And Grok took the instructions and made the prompt to this AI that is designed to launch coins. So this other AI did exactly what it was supposed to do, and it took Grok's suggestion and deployed this. Since then, over the past 18 months, this market has done over $300 million in marketplace activity and a wallet associated with the Grok X login credentials has earned over $1 million. The question is, when something like this unintended happens among two AIs, SpaceX AI did not say, hey, this is something we want to happen. Grok didn't wake up that morning and say, I'm going on social media, I'm going to launch a meme coin. But it did happen. And there's permanent consequences that are still ongoing today. In fact, it's become so popular that 2 weeks ago, the largest regulated exchange in the United States, Coinbase, listed this alongside Bitcoin, Ethereum, Dogecoin, Grok's genesis creation. And the meme has become Grok has money. But who really does have money is the question.

  8. I'm going to put blame on the platform that doesn't have safeguards for human in the loop. This is where regulation matters. And I believe some people will disagree that if you wanted to initiate something like this, like a, a coin or any kind of crypto project, I believe the way the regulation should work is that at least 2 people, maybe 3, need to put their driver's license in, you know, and if they're going to create something that goes worth over $1 million or tries to accept the public's money, You know, in the United States, depending on the region, and those laws do exist to a certain extent, just because you can technically do something doesn't mean a jurisdiction like the United States or Canada or England have to allow you to do it. So that's where you have to force the human in the loop, whatever the platform is. It would be de minimis for us to say, just like when you open a Robinhood account or you open up a Stripe account. They now ask you to take a picture of your driver's license, and then you're forced to turn your camera on and do a, a special, like, proof of human. Like, there should just be proof of human in the loop here. These meme coins, at least in the United States, should be regulated in my mind. The fact that they are creating, like, a multi-layer system where certain things require no, um, you know, oversight, and then other things do, it's just making it even more convoluted. Everything that involves these crypto coins, at least in the United States, when they hit a certain size, uh, they should have like super regulation on them because it is too dangerous to allow people to create financial products and then trick AIs to do it at scale. We had the same thing happen with Mal, DDoS. These are all just different attack vectors. And what's unique here is the people on the other side haven't created any safeguards. They need to take, put safeguards in. It's, it's their responsibility. There is an interesting question of why Coinbase would want to be involved in these shenanigans. They might want to make a statement, Michael, hey, we shouldn't reward bots creating these things even if they get to scale.

  9. and they're as strong as they've been. What is different is the financial services system. 30 years ago, banks were more than half of the S&P 500. Today, they're a quarter of it. And when you look at New York City, you should look at these fintech companies that are here, and they are equally as competitive. Companies like Coinbase and Robinhood. They are not— not— they might not all be headquartered here. They have major operations here. So New York City needs to be the hub of financial services, even if it's not just the banks. So I think from that perspective, when you go downtown and you see the tech sector and you see fintechs, that's what financial services is today. The small company Grasshopper Bank is headquartered here. They're a small rising fintech company that we know well. So those are the examples of innovation that are about tomorrow, not just about what the industry looked like yesterday.

  13. You know, that example from the launch video for OpenAI just shows me like how different those people live compared to most people, right? I mean, to need a reservation for dinner, I mean, it's just not something that hardly ever comes up in my life. But, you know, agentic commerce definitely is the future. I think that if you look at these Walmarts, these Amazons, Shopify even, you know, Kind of like the website is not anything of a competitive distinctive anymore. All retail companies need a website. I think that all retail companies are going to integrate with agentic commerce systems. So then it becomes the other side of that. Your payment, your financial technology companies, the ones who are sending the agents to your platform, I think those are the ones to watch. Honestly, I would say that Coinbase is a dark horse here, the way that it is investing in Agentic Commerce. That's a really interesting one to watch.

  14. Yeah. When yields give you the room, people want to buy so badly and they look, they're buying stocks they'd written off and two would have been written off not that long ago. Tesla was not doing so well, but Coinbase, Principal Financial, that's one new one that's going up. If they're buying Campbell's, then we know that the Armageddon is post-apocalyptic. Bone forever.

  15. Luckily for me, um, Alexis is, is always a very good sparring partner. Um, and you know, in his career he had to make several non-consensus bets within his own organizations. I think, you know, a good example of that is Coinbase. Um, and that, you know, that was long before there was a crypto thesis and, you know, it was a primary driver of some pretty significant returns at, at that prior firm. Um, and so luckily he knows the feeling. And we actually have a term internally that we use called skin rippy, which is really gross, but like you want to rip your skin off. You are so— like you could not be more passionate about this. You want to literally rip your skin off and then run around in a muscular skeletal suit, apparently.
